Relics are items that increase some of your game stats permanently, at least while you keep them. Some of their effects overlaps/combines with the effect of buffs. Relics have certain rarity attributes which impacts the chance on receiving them as a reward. They also can be upgraded to Warped or Divine to increase their effects (see below).
